User Agreement for Vendor / Contractor Registration

This User Agreement ("Agreement") is entered into between the Vendor/Contractor ("User") and the Department/Authority operating the ePayment (PMIS) Portal ("Department") for the creation of Electronic Measurement Books (EMB) for works executed by the User.

1. REGISTRATION

1. The User must provide accurate, complete, and current registration details including mobile number, firm name, contact person details, and password.
2. The User is responsible for maintaining the confidentiality of their login credentials.
3. Each mobile number may be registered only once. Duplicate registrations are subject to cancellation.

2. ELECTRONIC MEASUREMENT BOOK (EMB)

1. The EMB is an electronic record of measurements of works executed by the User.
2. The User acknowledges that EMB entries are subject to verification and approval by the concerned Department authorities.
3. Any discrepancy in measurements must be reported within 15 days of EMB generation.

3. USER OBLIGATIONS

1. The User shall not misuse the Portal or attempt to access unauthorized data.
2. The User shall ensure all work execution data submitted through the Portal is true and correct.
3. The User shall not share login credentials with any third party.

4. DATA PRIVACY

1. The Department shall collect, store, and process User data in accordance with applicable data protection laws.
2. User data shall be used solely for the purpose of project execution monitoring and payment processing.

5. LIABILITY

1. The Department shall not be liable for any loss arising from unauthorized access due to User's failure to protect login credentials.
2. The Department reserves the right to suspend or terminate User access in case of violation of this Agreement or applicable laws.

6. AMENDMENTS

1. The Department reserves the right to modify this Agreement at any time. Continued use of the Portal after amendments constitutes acceptance of the modified terms.

7. GOVERNING LAW

1. This Agreement shall be governed by the laws of India. Any disputes shall be subject to the jurisdiction of courts at the location of the concerned Department authority.
